Incident Action Plan: Phase 5

This assignment is Phase 5: Execute, Evaluate, and Revise the Plan of the IAP. As previously stated, the IAP contains five phases with the final submission due in Unit VIII. See the Unit VIII assignment instructions for more details about the final requirements for the IAP. You will complete Phase 5 in this assignment. Refer to the FEMA Incident Action Planning Guide, specifically Phase 5.

Phase 5 is when the IAP is executed and then evaluated for the next operational period. During the briefing that is normally held by the OSC, some assignments or resources may be modified at this point. The FEMA Incident Action Planning Guide (pp. 40–42) will guide you in completing Phase 5.

In addition, the textbook National Incident Management System: Principles and Practice (pp. 261–274) provides a checklist to help in the planning of strategies to achieve incident objectives needed to begin Phase 5. Refer to the appendices listed below, if needed, to complete this phase.

  • Appendix E: Participating in the National Incident Management System: A Checklist for NIMS Implementation
  • Appendix F: Planning Responsibilities Checklist
  • Appendix G: Summary of Major ICS Positions
  • Appendix H: Examples of Resources for Which Typing Has Been Completed

For this assignment, you will prepare a well-organized and thoughtful summary/narrative consisting of two sections. The first section will consist of a one-to-two-page narrative for Phase 5 of the IAP. This narrative expands on what you are learning during Phase 5, so you can understand the issues that arise in emergency services and emergency management.

Your narrative will replace the face-to-face meeting that normally occurs during an incident. In your narrative (meeting), review the work assignment to determine whether they are complete and whether they support the incident objectives and strategies. Identify any gaps or the duplication of work assignments and resolve any conflicts or coordination issues. In the narrative, make sure resources are identified correctly (resource identifier), and when there are multiple resources of the same kind and type, make certain that there is an individual identifier assigned. Address resources and logistical issues, and identify shortfalls, excesses, safety issues, and the accuracy of the incident map. In this phase, correct any issues that you may have overlooked. Identify any changes to the IAP that you made which would normally have occurred during the planning meeting.

The second section of your summary/narrative will consist of at least two pages in which you will discuss the following information:

  • the importance of ethics and the role it plays on emergency services and emergency management,
  • the need for standardized fire prevention and safety codes,
  • the importance of compliance to NFPA 1500,
  • the differences among narrative information, advisories and warnings, and action messages, and
  • the roles of a public information officer and a joint information system during an emergency situation.

At this point, re-check the FEMA-ICS Forms you have recently completed and submitted, which are listed below.

  • 204: Assignment List (Unit VI Project)
  • 206: Medical Plan (Unit VI Project)
  • 207: Incident Organization Chart (Unit VI Project)
  • 208: Safety Message/Plan (Unit VI Project)
  • 209: Incident Status Summary (Unit VI Project)
  • 210: Resource Status Change (Unit VI Project)

Remember that any feedback from the professor should be corrected on the forms. Any information not provided in the background information, such as agency organization representatives, can be your organization’s personnel or another organization.

For Phase 5, download the ICS forms listed below from the IAP Assignment Documents folder in the course menu in Blackboard, and enter the data from the background information document and the scenario you chose in Unit III. This information and other resources will enable you to complete Phase 5 of the IAP for submission. Check with your professor if you are having difficulty with any section of the form.

For Phase 5, the FEMA-ICS Forms listed below are required to be completed and submitted.

  • 211: Incident Check In-List
  • 213: General Message
  • 214: Activity Log
  • 218: Support Vehicle/Equipment Inventory
  • 220: Air Operations Summary [if applicable]

To supplement your discussion and support your writing, you may use information from reputable, reliable journal articles, case studies, scholarly papers, and other sources that you feel are pertinent. All sources used, including the textbook, must be referenced; paraphrased and quoted material must have accompanying citations in proper APA style.
